Education and training needs of the workforce

The report anticipates how many new qualifications are needed in different sectors and fields of education to meet vocational fields’ labour needs in the period 2019–2040. The examination is based on two different business development scenarios (PTT).

The anticipation of education needs is based on the anticipated need for labour in vocational fields. Education needs are presented by education sector and field on average per year according to the scenarios. The degrees included in the anticipation are vocational upper secondary qualifications, bachelor’s degrees (polytechnic) and master’s degrees (university).

As the reference value, the qualification output of young people is presented as the average of the last three statistical years. The qualification output of young people graduating from vocational education and training takes into account those under 25 years of age between 2019 and 2021, and those under 30 years of age are taken into account in the qualification output of those graduating from higher education between 2020 and 2022.
