The Finnish National Agency for Education anticipates future competence, education, and labour needs in the medium and long term. The reports published are competence needs, labour force education and training needs, the match between demand and supply of labour, and qualification forecast. The foresight results are updated biannually.

Foresight of needs for competence, education, and labour in the Finnish National Agency for Education

The Finnish National Agency for Education anticipates future competence, education, and labour needs together with the National Forum for Skills Anticipation (OEF). The outlook for the future is examined in the medium term (5–9 years) and in the long term (10–15 years), for example, based on industry and vocational field and through various themes and phenomena. Foresight data supports the development of education.

Foresight uses an OEF vocational classification that has three levels: Level 1 (16 vocational fields), Level 2 (78 vocational fields) and Level 3 (130 vocational fields). The classification is based on Statistics Finland’s four-digit classification of vocational fields. In addition, the OEF competence classification is used. It is mainly based on the ESCO classification: About ESCO | Esco (europa.eu).

The foresight results are mainly based on Vipunen’s statistical data and the expert assessments of the National Forum for Skills Anticipation. Further information on the statutory competence and training needs forecast by the Finnish National Agency for Education: www.oph.fi/ennakointi (in Finnish).
